Congress Considers Capping Indirect Rates on DOD Basic Science Grants at 20%
According to an article in the July 27, 2007 edition of The Chronicle of Higher Education, a provision in an appropriations bill for the Defense Department would place a 20-percent cap on overhead costs for competitively awarded grants from the agency.

If passed by the House and the Senate, the bill would affect the $1.55-billion the Defense Department spends on fundamental or basic research. Typically, about 60 percent of that money goes to universities.

The 20-percent cap proposed in the Defense Department bill would be a sharp departure from current rates. A 2005 review of overhead rates by The Chronicle found that the average rate at the top 100 research institutions was 51.8 percent.

The appropriations bill is expected to be voted on by the full House next week. The Senate has yet to draft its version of the bill. Because Congress is about to take its traditional August recess, the Senate is not likely to act on its bill until September.

Various advocacy groups such as AAU, COGR and its member institutions such as CWRU are developing plans to seek the removal of this provision in the appropriations bill, most likely at the conference committee stage.

NIH Announces RFP for Interdisciplinary Training Grant in the Chemical Biology of Cancer
Current NCI transdisciplinary Ruth L. Kirchstein National Research Service Award Institutional (T32) Training Grants support numerous programs involving basic science departments and cancer centers (for the parent NIH T32 Program Announcement, see PA-06-468). However, only two of these programs involve partnerships between departments of chemistry and cancer centers, and only one has as a focus on the chemical biology of cancer.

The purpose of the recent NIH notice is to announce that the NCI is welcoming applications for transdisciplinary Ruth L. Kirchstein National Research Service Award Institutional (T32) Training Grants submitted by chemistry departments focused on the chemical biology of cancer and involving partnerships with NCI-designated cancer centers and, where available, NCI Integrative Cancer Biology Program (ICBP) Centers.

These applications should propose programs that provide trainees exposure through required research experiences, seminars, and didactics to the continuum of cancer research from cancer biology through cancer prevention and control and cancer therapeutics.

The long-term objective is to develop a cadre of Ph.D. chemists who will be well trained to conduct research in the chemical biology of cancer in a transdisciplinary team research environment, translating their basic science research discoveries to cancer biology, cancer prevention, cancer control, and cancer therapeutics, with a long range goal of reducing cancer incidence, mortality, and suffering due to cancer.

AACR Funding Opportunities for Childhood and Brain Cancer Research
Application Deadline: September 13, 2007

The American Association for Cancer Research (AACR) is now accepting applications for one Career Development Award and one Fellowship.

AACR Centennial Career Development Award for Childhood Cancer Research: A two-year grant of $50,000 per year for direct research expenses. Research projects must have direct applicability to childhood cancers. Applicants must be junior faculty who completed postdoctoral studies or clinical fellowships between January 2, 2005 and January 1, 2008 and who are at an academic or medical institution anywhere in the world.

AACR-National Brain Tumor Foundation Fellowship, in memory of Bonnie Brooks: A two-year fellowship of $40,000 per year to support the salary and benefits of the Fellow. Research projects must have 100% applicability to brain tumor science. Applicants must be Postdoctoral Fellows or Clinical Research Fellows who are in their 1st, 2nd, or 3rd year of training at the start of the fellowship term and who are at an academic or medical institution in the U.S.

UPMC Prohibiting Gifts from Drug/Device Companies

The University of Pittsburgh Medical Center (UPMC)has drafted a get-tough policy that would prohibit its physicians and other employees from accepting almost all freebies — from sample medications to pens and notepads — from drug and medical device companies.

 
Researcher Sited by FDA for Human Subject Protections Violations

A Medical College of Wisconsin researcher, Dr. David Vesole, received a Warning Letter from the FDA for multiple failures to comply with regulations. The list of violations included:

  • Failure to adequately document informed consent
  • Failure to promptly report to the IRB all unanticipated problems involving risk to human subjects (including the deaths of two subjects)
  • Failure to promptly report to the study sponsor any adverse effect that may be reasonably regarded as caused by, or probably caused by, the drug
  • Failure to conduct the investigation in accordance with the investigational plan

NIH Requiring Mandatory Use of Electronic FSR System by October 2007
NIH has announced that it requires all Financial Status Reports (FSRs) (domestic and foreign) due on or after 10/01/2007 to be submitted using the electronic FSR system located in the eRA Commons. This includes all initial FSRs being prepared for submission and any revisions being submitted or re-submitted to NIH. This requirement does not affect other Federal agencies and how they may handle FSR’s. The eRA Commons web-based FSR system allows participants to view information on currently due and late FSRs and to submit FSRs electronically to the NIH.

The announcement from NIH can be found at: http://grants.nih.gov/grants/guide/notice-files/NOT-OD-07-078.html CWRU currently uses this system to submit FSRs, but many faculty may be unaware that they can also view these FSRs and their status within the eRA Commons. Please remeber that many awards are made under SNAP and hence annual FSRs are not required, but only at the completion of the project.

Principal Investigators may view the FSR in the eRA Commons as follows:
  1. Log into eRA Commons
  2. Select the Status tab
  3. Click on “Application ID” on the left side of the page.
  4. Click on “Latest FSR” in the upper right hand corner of the status information page.
  5. This will bring up the latest FSR submitted. If it has been accepted it will show the word “FINAL” at the top and by scrolling to the bottom, one can see who approved it and the date it was approved. If it was Rejected, at the top it will state “DRAFT” and there will be comments in section 12 from OFM stating why it has been rejected.
