New Online CREC Opportunities

Two Research Seminar Series sessions presented earlier this year are now available to view online. Included with the videos are quizzes which can be taken for credit in the Continuing Research Education Credit (CREC) program.

Remember, many of our researchers' CREC certificates will be expiring on September 1!

New F&A Rate Finalized
Effective July 1, 2008, the Facilities and Administrative (F&A) Rate (commonly referred to as the "overhead" or "indirect cost" rate) for awards funded by the federal government that take place on campus will increase from 54.5% to 57%.

Per OMB Circular A-21, section G.7:
Federal agencies shall use the negotiated rates for F&A costs in effect at the time of the initial award throughout the life of the sponsored agreement. "Life" for the purpose of this subsection means each competitive segment of a project. A competitive segment is a period of years approved by the Federal funding agency at the time of the award. If negotiated rate agreements do not extend through the life of the sponsored agreement at the time of the initial award, then the negotiated rate for the last year of the sponsored agreement shall be extended through the end of the life of the sponsored agreement. Award levels for sponsored agreements may not be adjusted in future years as a result of changes in negotiated rates.

Therefore, existing awards are NOT affected by the rate change: an existing award will use the originally awarded rate through the end of the award period. Hence, current non-competing continuations are NOT affected by the rate change: a non-competing continuation will continue to use the rate in effect at the time the initial application was submitted.

However, new, supplemental, and competing continuation awards made on or after the effective date of the new rate agreement (i.e., July 1, 2008) should use the new rate.

All proposals submitted to federal agencies that will be awarded after July 1, 2008 should use the new F&A rate. The university will work with the federal sponsor if it makes an award for a proposal submitted with the old rate and request that the federal agency reissue the award with the new rate if it is awarded on or after July 1, 2008.

Responsible Conduct in Research (RCR): What you need to know to train your staff, fellows and students

Special Series for Faculty:
The purpose of this 2.5 hour seminar is to provide faculty researchers with an overview and educational materials for each of the nine RCR instructional areas (animal subjects, collaborative science, conflict of interest, data management, human subjects, mentorship and training, peer review, research misconduct and responsible authorship) to foster the development of RCR training programs throughout campus to meet sponsor requirements, as well as promote the ethical conduct of research. Dr. Eric Cottington, Associate Vice President for Research, and Christian LaMantia, Research Compliance Officer, will be leading the session. Registration is required as lunch will be provided and seating is limited. Deadline to register is October 8th. Course materials will be sent to registrants the following week. This session is limited to Case faculty members.

Sponsored Projects News and Updates
E-mail Notices Regarding Sponsored Project Compliance Issues
Beginning September 11, 2007, principal investigators of sponsored project awards will receive an automatic e-mail at the time a sponsored project account is ready to be established or modified notifying them about certain compliance requirements that have not been met. Until these compliance requirements are met, the establishment of, or modification to, the sponsored project account will be delayed.

The specific compliance problems that can cause a delay include:
  1. One or more key personnel who have not completed the current Conflict of Interest disclsore form;
  2. One or more key personnel (faculty) who have not completed a current Effort Report form;
  3. One or more key personnel involved with human subjects research on the project who have not have completed the requisite human subjects training.
Department administrators will be copied on these e-mails and management center representatives will receive an e-mail summary each week. Please contact Eric Cottington at emc14@case.edu, if you have any questions or concerns about this process.
