NSF Transformative Research Review Criterion
|
On September 24, 2007, the National Science Foundation (NSF) issued Important Notice No. 130 concerning changes to the intellectual merit review criteria for proposals to incorporate the support of transformative research by NSF. A copy of the Notice is available on the NSF website at: http://www.nsf.gov/pubs/2007/in130/in130.pdf.
Specifically, the review criterion was revised, in part, to direct applicants to consider “To what extent does the proposed activity suggest and explore creative, original, or potentially transformative concepts?” Effective October 1, 2007, the Guide and new funding opportunities will incorporate this new criterion into proposal reviews. All proposals received after January 5, 2008 will be reviewed under the criterion.
This change in review criteria is a part of a general effort of NSF to support more transformative research. Responding to the report and recommendations from the National Science Board (NSB), NSF is working in a number of areas including the design of a new funding mechanism for “early concept” research.

Federal Support for Academic Research Trailed Inflation in 2006, but Institutional Spending Rose
|
Federal spending for academic research and development fell in the 2006 fiscal year, after adjusting for inflation, for the first time in nearly 25 years, the National Science Foundation said in a report released on Wednesday. However, total expenditures rose after inflation, driven by a large leap in spending by universities themselves.
The federal government provided $30.03-billion in the 2006 fiscal year, a decrease of 0.1 percent from 2005 after inflation. The last time federal spending on academic research failed to keep up with inflation was in 1982. Total expenditures for academic research from all sources, however, rose by 1.2 percent after inflation, to $47.76-billion. Universities helped raise the grand total by upping their own spending by an eye-opening 10 percent, to $9.06-billion.
Funds from industry, which had declined each year from 2002 to 2004, rose for the second year in a row, reaching $2.43-billion in 2006, an increase of 5.8 percent.
Money from state and local governments failed to keep pace with inflation, rising by only 2.5 percent, to $3.02-billion, according to the report, "Academic Research and Development Expenditures: Fiscal Year 2006."
Also of note, the report ranks the top 100 universities in terms of FY2006 R&D Expenditures. Case is ranked 24th.

NASA Changes to NSPIRES Proposal Submission Process
|
NASA is making a change to the NSPIRES proposal submission process to ensure that a minimum set of required proposal cover page fields have been completed.
Effective Friday, September 28, 2007 at approximately 8am ET, provision of the proposal summary and business data elements of the cover page will be necessary in order for the AOR to submit the proposal to NASA. If either of these two proposal elements are not completed, the "View Proposal/ Check Elements" function of NSPIRES will display red "error" flags and messages to alert the user to the information that is required but missing, and the "Submit Proposal" button will not be available. The proposal cannot be submitted to NASA until these required fields are complete. Any additional information that is missing will be identified by yellow "warning" flags.
In addition, please check the solicitation instructions to ensure that you comply with all instructions, as adherence to these two element validation checks alone is insufficient to guarantee a compliant proposal.

HIPAA and Research Meeting Next Week
|
The Committee on Health Research and the Privacy of Health Information: The HIPAA Privacy Rule, empanelled by the Institute of Medicine, will hold its second meeting on Oct. 1–2, 2007, in Washington, D.C. The meeting will include a presentation by Mark Rothstein, chairman of the Privacy and Confidentiality Subcommittee of the National Committee on Vital and Health Statistics. Research results describing how the public and research participants see health research and privacy issues will be presented.
